The Future Security Environment 

The MOC proceeds from the assessment published in June 2015 by the Marine Corps Intelligence Activity (MCIA): Future Operating Environment (FOE) 2015-2025: Implications for Marines. Looking out to 2025 through the lens of the FOE, the MOC focuses on key drivers of change in how we organize, train, and equip the Marine Corps to execute its assigned functions, roles, and responsibilities.

The five key drivers are:
