Combined Joint Civil-Military Task Force Commander U.S. Army Lt. Col. Michael Tucker speaks after the Engineering Civic Action Project 4 opening ceremony as part of Exercise Balikatan 2019, March 12, 2019. Balikatan is an annual military training exercise hosted by the Philippines between the AFP and U.S. military designed to build U.S. and Philippine defense readiness while strengthening multinational relationships. Tucker is a Civil Affairs officer with the 405th Civil Affairs Battalion, 364th Civil Affairs Brigade, 351st Civil Affairs Command.
