NAVY M&S GOVERNANCE BOARD

The Navy M&S Governance Board provides oversight of M&S activities for the Navy M&S enterprise. The Governance Board is chartered by and reports to the Navy Corporate Business Council. The Governance Board works with Navy Community Leads and relies on NMSO as its Secretariat to assist the coordination of M&S efforts within and across the Department of the Navy (DON) and the Department of Defense. On behalf of the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN RDA), the DON M&S Executive chairs the M&S Governance Board. The M&S Governance Board's mission is to develop the vision for enterprise management of Navy M&S; coordinate M&S policy and implementation; help resolve enterprise M&S issues; promote commonality and interoperability within the Navy; and coordinate Navy M&S issues with the larger Joint community.

The Governance Board consolidated the twelve M&S functional areas into four SES Community Leads (CLs) consisting of:

  • RDA CL (ASN RDA)
  • Analysis CL (OPNAV N8)
  • Training CL (U.S. Fleet Forces Command)
  • USMC (U.S. Marine Corps)

RESEARCH DEVELOPMENT & ACQUISITION (RDA)

The Assistant Secretary of the Navy for Research, Development and Acquisition (ASN RDA) is the Navy RDA Community Lead. As such, the DON M&S Executive chairs the M&S Governance Board and leads the RDA Community. The RDA Community Lead is responsible for coordinating and prioritizing M&S needs, requirements, and technologies; implementing policy and guidance; supporting interoperability and reuse of M&S across Navy; maintaining technical cognizance; and pursuing and promoting M&S initiatives. The RDA Community sponsors the RDA M&S Forum comprising M&S Forums in each of the Systems Commands (NAVAIR, NAVSEA, SPAWAR and MCSC).

TRAINING

U.S.Fleet Forces Command is the Navy M&S Training Community Lead.

As such, they are responsible for coordinating M&S issues vertically within the Navy training community, from individual skills training through strike group staff training, as well as coordinating horizontally with other Community Leads to leverage M&S capabilities across the Navy enterprise.
